In the 2010 election, a homeowner in the Legend Oaks development in Summerville wanted to put a sign on his lawn showing support for Jay Byars, a candidate for a seat on the Dorchester County Council. Such signs sprout up everywhere during election season, marching alongside highways and dotting private lawns and businesses.In this case, however, the resident was told by the Legend Oaks Homeowners Association that he could not put up the sign. It violated a covenant to which he had agreed when he purchased his home.
